This lecture will consist of a discussion about gaps in the current standards of care in mental health as it relates to medication management. It will explore new medications that have been recently approved as well as medications that are currently going through the approval processes. This will include discussions on topics such as “psychadelics in psychiatry,” pharmacogenic testing, and others.

Dr. Thomas Maestri PharmD, BCPP is a native of New Orleans and a 2014 graduate of Xavier University of Louisiana (XULA) College of Pharmacy. He is one of only three board-certified psychiatric clinical pharmacy specialists (BCPP) in Louisiana. He currently serves as a Clinical Associate Professor at the Xavier University of LA College of Pharmacy and holds a gratis appointment as Clinical Associate Professor of Psychiatry at the LSU Health Science Center Department of Psychiatry.

In his role, he offers didactic, research, and experiemental learning opportunities to Xavier College of Pharmacy students, pharmacy residents, LSU Psychiatry residents, Tulane Psychiatry residents and XULA physician’s assistant program students.

His educational focus is on pharmcologic treatment of mental health and addictive disorders as well as pharmacy ethics. His current practice is on the consult psychiatry service at Ochsner Medical Center.

Counseling a New Generation: Overview of the Jefferson Parish Juvenile Justice System with Focus on Engaging Disengaged Youth, Dec. 2025 @ Jewish Family Service

Applying counseling practices such as CBT, TFCBT, DBT, TBRI Restorative Practices and others will be explored through creative, innovative techniques to better engage a specific youthful population exhibiting complex trauma, system effects and psychosocial barriers. The presentation considers the special considerations of different cultures, developmental milestones and the importance of establishing a therapeutic relationship with an extremely challenging population. Innovative approaches which may trigger ethical considerations will be addressed.

 

Blake Bascle, LCSW, BACS, is deputy chief of pre-trial juvenile diversion in the Jefferson Parish District Attorney’s Office. He received a Bachelor of Psychology from the University of New Orleans and a Master of Social Work from Tulane University. In his mental health career, he has been a psychotherapist in private practice and the director of several free-standing Intensive Outpatient and Partial Hospitalization programs in both Alabama and LouisianaIn 2009 he joined the Families in Need of Services (FINS) staff with the Jefferson Parish Juvenile Court. In March 2013, the Jefferson Parish D.A. recruited him for his current position. In 2017, he received the Harry Wexler Innovator Award from National TASC (Treatment Accountability for Safer Communities) for his work in juvenile justice reform. He co-authored with John Ryals, Jr,. PhD, Strengthening Interagency Collaboration: The Case for Pre-Adjudication Diversion, for the Robert F. Kennedy Children’s Action Corps. In September of 2023, Blake’s work with Jefferson Parish Diversion Program was featured in the Louisiana Bar Journal for an article focused on Restorative Justice. Blake’s professional passions and pursuits like in workplace supervision, Trust Based Relational Intervention, Restorative Practices and Juvenile Justice Reform. Blake has had the privilege of presenting on a variety of juvenile justice topics at the local and national level.

Navigating the School/Counselor Partnership Through Adolescence: Opportunities and Challenges, Jan. 2026 @ Jewish Family Service

By addressing the school/counselor relationship, this session will carefully examine the role of schools in adolescent development, particularly in relation to addressing trauma, healthy attachment, self-regulation, and developing healthy relationships. The discussions will review pertinent theory and research, as well as ethical boundaries and pitfalls. Case studies will give the participants the opportunity to apply the course material to their practice.

A New Orleans native, Brad Philipson, PhD has been a teacher and school administrator for more than 23 years, with experience in public, secular independent, and religious schools. He holds an interdisciplinary PhD in Sociocultural Adolescent Development from Tulane University, as well as degrees in Public Policy and Creative Writing. He is the Oscar J. Tolmas Head of School at Jewish Community Day School of Greater New Orleans, serves on the boards of ADL South Central and the Leona Tate Foundation for Change/TEP Center, and teaches Adolescent Development as an adjunct lecturer in Tulane’s Master of Arts in Teaching program.
